Organizational Setting

The Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO.

The Human Resources Division is composed of two main clusters, namely, (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy providing HR strategic guidance, policy and oversight.

The position is located in the Strategy and Policy Branch (CSHP), Human Resources Division (CSH) at FAO headquarters in Rome, Italy.

Reporting Lines

The Human Resources Officer reports to the Chief, HR Strategy and Policy Branch.

Technical Focus

Provide support, guidance and advice on HR policy and procedures.

Key Results

The provision of HR services to management and staff.

Key Functions

·        Processes, coordinates arrangements and delivers services in an HR discipline;

·        Researches and analyses HR policy and service delivery issues, maintains operational statistics and prepares related reports;

·        Develops and maintains HR systems, processes and practices;

·        Contributes to the development of information and training materials and coordinates and assists in the presentation of information/training sessions to management and staff;

·        Provides HR information and advice to management and staff;

·        Participates in project teams and work groups.

Specific Functions

·        Contributes to the development of new policies, guidelines and administrative circulars, as well as reviews and updates of current policies;

·        Acts as focal point and supports the secretariat of the Internal Committee on Workplace Conduct and Protection from Sexual Exploitation and Abuse and its related work;

·        Acts as focal point within CSH to provide policy guidance and advice on matters related to the affiliate workforce;

·        Supports the workplace relations function

·        Performs other duties as may be required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

·        Advanced university degree in human resources, management, business administration, law, organizational development, industrial psychology or a related field.

·        Three years of relevant experience in human resources management and administration, preferably in a policy/advisory role.

·        Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

·        Work experience in more than one location or area of work.

·        Demonstrated ability to draft detailed policy documents and clear concise reports or rationale for human resources decision, tailored to different audiences.

·        Extent and relevance of experience in development and implementation of human resources policies, procedures and guidelines.

·        Relevant experience within the UN system would be highly desirable.

·        Good knowledge of the conditions of service for International Civil Servants as regulated by the International Civil Service Commission (ICSC) is highly desirable.

·        Familiarity with automated human resources management systems.

Extension of fixed term appointments is based on certification of performance and availability of funds
