Organizational Setting
The Regional Office
for Asia and the Pacific (RAP) is responsible for leading FAO’s response to
regional priorities for food security, agriculture and rural development
through the identification, planning and implementation of FAO’s priority
activities in the region. It ensures a multidisciplinary approach to programs,
identifies priority areas of action for the Organization in the region and, in
collaboration with the Offices, Centers and Divisions at headquarters,
develops, promotes and oversees FAO's strategic response to regional
priorities. RAP also advises on the incorporation of regional priorities into
the Organization’s Program of Work and Budget and implements approved programs
and projects in the region, monitors the level of program implementation and
draws attention to problems and deficiencies. RAP develops and maintains
relations with region-wide institutions including the UN Economic and Social
Commission for Asia and the Pacific (UNESCAP) and regional inter-governmental
organizations.
The Regional Office
supports regional policy dialogue on food security, agriculture and rural
development issues, facilitates the emergence of regional partnerships, and
supports capacity development and resource mobilization for food security,
agriculture and rural development in the region.
The post is located in
the Climate Change and Resilience Team of RAP in Bangkok, Thailand.
Reporting Lines
The Natural Resources
Officer (Climate Change/Climate Finance) reports to the Senior Resilience
Officer, Climate Change and Resilience Module Leader, RAP.
Technical Focus
Climate change
adaptation and mitigation, mobilization of climate finance for agrifood system
transformation to achieve Better Production, Better Environment, Better
Nutrition and a Better Life, as well as the Sustainable Development Goals
(SDGs).
Key Results
Comprehensive
technical and policy expertise to support the planning, development and implementation
of regional programs, projects, products and services in accordance with
regional objectives and the FAO Strategic Framework.
Key Functions
•Plans and leads
components of multi-disciplinary teams; leads and/or participates in internal
committees, project teams and working groups and/or provides specialized
expertise on technical networks and/or international technical policy and
standard setting bodies.
•Develops technical,
analytical, monitoring and reporting frameworks and related methodologies,
tools, systems and databases, etc. to support the planning, implementation/delivery
and monitoring of programs of work, projects, products and/or services.
•Designs and conducts
research, data collection, validation, analysis and/or reporting activities to
support the development of technical standards, international instruments,
innovative approaches and strategies, new tools, technologies, technical
reports/publications and/or policy proposals as well as the provision of
technical/policy/specialist/advice and expertise.
•Responds to country
requests for technical and policy assistance, provides technical advice,
assistance and solutions to Decentralized Offices; provides technical
backstopping to field projects.
•Collaborates in,
provides technical backstopping to, and ensures the quality/effectiveness of,
capacity development and knowledge sharing activities within Member countries,
such as policy support, organizational development and individual learning
events, including preparation of related information, learning materials and
on-line tools.
•Promotes
international cooperation, advocates best practices and increased policy
dialogue; provides technical expertise at international/intergovernmental
meetings;
•Participates in
resource mobilization activities in accordance with the FAO Corporate Strategy.
Specific Functions
•Plans and leads the
climate change related activities of the RAP Climate Change and Resilience
program.
•Coordinates FAO
Regional Climate Change Network and RAP Climate Change Working Group and
contributes to FAO Climate Change Technical Network; leads FAO’s participation
in regional climate change coordination mechanisms and inter-governmental
organizations’ technical, policy and standard setting bodies (such as of the
Association of Southeast Asian Nations – ASEAN).
•Develops strategic
analytical frameworks, methodologies, tools and systems to support policy, planning,
investment decision making, implementation and monitoring and reporting on
climate change adaptation and mitigation in the agrifood systems.
•Designs and leads
research, field testing, analysis and validation to develop innovative
approaches and strategies, technologies, tools, technical standards and
instruments to promote climate smart agriculture and other effective climate
change adaptation and mitigation measures along the agrifood value chain.
•Provides policy
advice, technical support and capacity building for Member countries and
inter-governmental organizations in the field of climate change, climate smart
agriculture, natural resources management and access to climate finance.
•Provides support for
the development and resource mobilization of regional and country programs/projects.
•Provides technical
backstopping and ensures the quality/effectiveness of regional and country
programs/projects.
•Leads and/or
participates in capacity building and support to Member countries to access
global environment and climate finance, including but not limited to the Green
Climate Fund (GCF), the Global Environment Facility (GEF), the Adaptation Fund
(AF) and other donors.
•Designs and leads
analyses and strategic partnerships to develop innovative, blended finance
mechanisms to mobilize private sector financing to support investment in
climate change mitigation and adaptive agrifood systems.
•Supports the
coordination of RAP’s activities to increase access to environmental and
climate finance.
• Promotes
international and regional cooperation, joint policy advocacy, sharing of best
practices and learning, demonstrating FAO’s technical leadership in climate
change mitigation and adaptive agrifood system transformation in the region.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
•Advanced university
degree in natural resources management with focus on climate change,
environmental/natural resources management policies, natural resources
economics, climate finance and/or a related field.
•Seven years of
relevant experience in natural resources management and climate change
adaptation and mitigation or other related fields with emphasis on policy
development, climate-responsive planning and investment, climate change
adaptation and mitigation program and project development, resource
mobilization and implementation.
•Working knowledge
(proficient – level C) of English and limited knowledge (intermediate – level
B) of another official FAO language (Arabic, Chinese, French, Russian or
Spanish).

adaptation and mitigation, climate smart agriculture and natural resources
management and access to climate finance.
•Excellent analytical
skills and experience in leading multi-disciplinary research on climate change,
natural resources management, climate smart agriculture, financing for
development and related issues.
•Good experience in
the preparation of technical and policy reports, guidelines and manuals in the
field of climate smart agriculture and natural resources management.
•Ability to mobilize
resources and develop strategic partnerships.
