Job Overview

  • Position: Senior Programs Finance Officer
  • Employee Contract Type: Local - Fixed Term Employee (Fixed Term)

Major Responsibilities

  • Budgets Development and Performance Control: Coordinate and consolidate budget preparations, reviews, and timely submissions. In collaboration with the Project Coordinator, ensure all budget spending complies with approved budgets, activities, WV policies, and donor terms and conditions. (End Result: Quality-prepared budgets timely submitted and approved)
  • Capacity Building: Perform financial capacity building needs assessments and ensure a capacity-building plan is active for field staff, partners, and sub-grantees. Conduct training sessions across all programs. (End Result: Well-coordinated capacity-building sessions within programs)
  • Financial Reporting and Accountability: Coordinate the preparation and review of financial reports to ensure timely submission at the program level. Conduct monthly FFT reviews for accuracy, prepare financial analysis reports, and ensure compliance with the LDR policy. (End Result: Complete reports with well-explained variance explanations)
  • Cash Management: Ensure adequate cash management and achieve target low cash balances at the end of each month. Perform monthly bank reconciliations and ensure all payments are made on time in compliance with FFM policies and supporting documents. (End Result: Target low cash achieved and financial risks prevented)
  • Audit Performance and Follow-ups: Coordinate program-level audits alongside the Program Manager/Coordinator, prepare timely audit responses, action plans, and monitor implementation statuses. (End Result: Good audit ratings and timely implementation of recommendations)
  • Partners Management: Participate in pre-engagement partner assessments (systems and financial capacity) and conduct monitoring visits, capacity building, and advance retirements. (End Result: High-performing partners with quality results)
  • Administrative Responsibility: Provide technical support on fleet management for efficiency and compliance, facilitate procurements adhering to WV policies, review monthly payroll for regulatory compliance, and conduct performance appraisals. (End Result: Timely support provided and risks managed)
  • Balance Sheet and Asset Management: Manage balance sheet items (including staff advances), review staff EERs, and ensure the Fixed Asset Register is accurately maintained and inventories reconciled. (End Result: Clean balance sheet items)

Knowledge & Qualifications Required

  • Minimum Qualification: Bachelor’s Degree in Accountancy or related fields.
  • Experience: 2 to 4 years of relevant professional experience.
  • Preferred Qualifications: MBA, ACCA, CPA.
  • Technical Skills & Abilities:
    • Excellent computer skills in Excel, Word, and Sun-systems software.
    • Demonstrated supervision capabilities.
    • Strong planning and organizational skills.
    • Tact and diplomacy in handling work environment dynamics.
    • Ability to maintain effective working relationships across all staff levels.
